Rapid City, Hill City, Keystone, Spearfish and Custer also tend to be busy. Sturgis is "ground zero" for the Rally and Deadwood is also very busy.
Rushmore and Crazy Horse are not too busy because many of the rally goes return year after year and have seen them. Attractions that appeal to children are almost deserted, and even Mt. All of that said, it is not a bad time to come to the Black Hills even if you are a "civilian" (non-biker). If you do find a motel with rooms, parking is likely to be a problem as rally goers often arrive with vehicles and trailers along with their motorcycles so even places with generous parking facilities may seem cramped. Motel rates are much higher, sometimes two or three times normal, and the roads, especially in and around Sturgis, are often clogged. If you are not into motorcycles you might want to avoid the week of Aug 2-9.
